Illustrations of a similar backs in The Decorated Tile by J&B Austerwick (pp.136-7) suggests the tile may be by Alfred Meakin who were known tile makers from the 1890s into the 20th century.

Earthenware tile, printed in blue possibly depicting Venus and Cupid in classical ruined landscape. Marked on the reverse A. M.
